This second international seminar focused on Unmanned Vessels, aiming to further discussions on challenges and solutions related to Coastguard operations i.e.  Safety of Navigation, Search and Rescue, Maritime Law Enforcement, and Utilization by Coastguards.

BACKGROUND

At the 107th session of the Maritime Safety Committee (MSC107) held in June 2023, it was confirmed that any optional MASS codes would be adopted at MSC109 (second half of 2024), while mandatory codes would be adopted at MSC111 (first half of 2026). The mandatory codes are set to come into effect on January 1, 2028. Furthermore, movements towards practical implementation, like the example of MEGURI2040 Stage 2, are progressing worldwide.

In the JAMS London International Seminar held in London in March 2023, under the theme "The Impact of MASS on Coastguard Functions," we had the participation of numerous individuals from the industry, academia, and public institutions. We engaged in discussions from various angles concerning the impact of autonomous ships on maritime safety functions. Please check the website.

第2回 日海防ロンドン国際セミナー「無人船と海上保安活動」

　第2回目の国際セミナーは、対象船舶をUnmanned Vessel (無人船) に絞り、航行安全、海難救助及び海上法執行における課題と対策、さらに海上保安機関による利活用について議論を深めました。

背景

令和5年(2023年)6月に開催された第107回海上安全委員会 (MSC107) においては、任意のMASSコードはMSC109 (令和6年・2024年下期) 、強制コードはMSC111 (令和8年・2026年上期) にそれぞれ採択され、強制コードは令和10年(2028年)1月1に発効することが確認されました。

また、MEGURI2040ステージ２の例の様に、実用化に向けた動きが世界各地で進んでおります。

2023年3月にロンドンで開催されたJAMSロンドン国際セミナー「自動運航船が海上保安業務に与える影響」においては、産業界、学界そして公的機関から多くの方々に参加して頂き、自動運航船が海上保安機能に与える影響について、様々な角度から議論しました。
